1990-91:

'91 Fall Conference: Houston, Adams Mark

1990-91 TASFAA Budget: $138,120

Annual Dues: $40 voting and affiliate membership; $80 associate membership; $15 individual membership.

Issues and Events:
  • Reauthorization.
  • Jimmy Parker and Jim Carroll worked with Wilhelmina Delco, State Representative from Houston, on legislation to manage the trade school issues.
  • Finance committee recommendation to build a reserve of at least $45,000 in order to continue a "bare bones" operation if there is a significant drop in vendor support at any point in the future.
Board action:
  • Added the Finance Committee as a standing committee.
  • Established a Reauthorization Task Force.


1991-92:
President: Emma Baker, TX Christian Univ.

'92 Spring Conference: Amarillo, Harvey House. The theme was "Step into the Real World". There were 181 attendees.

'92 Fall Conference: Corpus Christi, Marriott/Sheridan. The theme was "25 Years of Keeping Hope Alive".

1991-92 TASFAA Budgets: $125,300

Annual Dues: $50 voting and affiliate membership; $100 associate.

Issues and Events:
  • 25th Anniversary of TASFAA.
  • TASFAA Cookbook Published. Proceeds from the sale of the cookbooks to help support Association service projects such as Financial Aid Awareness Week, Middle School Project and High School Counselor Training activities.
  • Reauthorization established a pilot program for Direct Lending, and a phase out of the FFELP.
Board action:
  • Increased the Treasurer's stipend from $125 per month to $175.
  • TASFAA Resolution Passed February 18, 1992:
    • "Whereas the Texas Association of Student Financial Aid Administrators recognizes the importance of credit financing as a component in assisting students and families in meeting the costs of postsecondary education; and
      Whereas TASFAA recognizes the need for continued refinement of the current student/parent loan programs; and
      Whereas TASFAA endorses such principles as the need for simplification in the student application, disbursement, and collection process; the need to ensure program integrity and quality service to students; the need for administrative efficiency; and assurances of sufficient capital to meet student needs;
      Therefore, be it resolved that the Texas Association of Student Financial Aid Administrators endorses efforts to improve the federal student loan system and that such improvements must include continuation and modification of the current Part B loans and expansion of the availability of the Perkins Loan Program"
  • Approved amendment to policy and procedures concerning elected individual should transfer to another voting institution causing two elected members to come from the same institution. The elected member in question would be allowed to finish out the term for that year.


1992-93:

'93 Spring Conference: El Paso, Marriott. The theme was "Your Prescription for Effective Management".

'93 Fall Conference: Austin, Hyatt. The theme was "Their Future... Our Commitment".

1992-93 TASFAA Budget: $124,900

Issues and Events:
  • Elected Lyn Wheeler, Angelo State University, as Treasurer. (Lyn immediately assumed the Treasurer's duties without a term as Treas. Elect.)
  • TASFAA designated as on of six beneficiaries of a trust established by Educaid. Money will come over a period of time, but no guarantees are made as to the amounts.
Board action:
  • Established a Treasurer elect.
  • Established a 3-year term limit for the Treasurer.
  • Motion to decline services offered by professional meeting planners group.
  • Passed resolution April 1993 calling for the Federal Direct Lending Demonstration Program (pilot) to be carried out.
  • Bank One, Nations Bank and Unipac request to attend board meeting to address problems being experienced.


1993-94:
President: Robert B. Sheridan, Univ. of Houston - University Park

'94 Spring Conference: Lubbock, Holiday Inn, South Park. The theme was "Decisions? Decisions?".

'94 Fall Conference: Dallas, Harvey House, Addison. The theme was "Change... Challenge... Commitment...". There were approximately 500 attendees.

1993-94 TASFAA Budget: $124,900

Issues and Events:
  • Direct Student Loans.
  • Nations Band exited Student Loan Business, January 1, 1994.
Board action:
  • Approved a TASFAA paid work-study student to assist the Treasurer.
  • Approved purchase of computer equipment and software that would enable Treasurer to better maintain TASFAA's financial records.

1994-95:
President: Sandra E. Holt, Incarnate Word College

'95 Spring Conference: Kerrville. The theme was "On the Road to Customer Satisfaction". There were over 180 attendees.

'95 Fall Conference: San Antonio, Wyndham. The theme was "Viva TASFAA! The Great Escape". There were over 550 attendees.

1994-95 TASFAA Budget: $132,000

Issues and Events:
  • Direct Student Loans.
  • Congress threatens to eliminate Student's in-school interest benefits, Federal Supplementak Educational Opportunity Grant (FSEOG); the elimination of the State Student Incentive Grant (SSIG); the elimination of the Federal Work-Study Program; the elimination of the Perkins FCC and of TRIO programs.
  • Texas and TASFAA host NASFAA Conference, July '95, in San Antonio, Marriott Rivercenter & Riverwalk.
  • First Hall of Fame Inductees and Service Awards presented.
  • Mack Adams, First TASFAA President, retires from the Coordinating Board.
  • The (800) 574-AID number to save Student Aid becomes a toll-free number to encourage more calls to Congress. Campuses begin to react by organizing letter writing campaigns and phoneathons to Congress.
  • Beginning Fall 1995, all public institutions and independent institutions with students receiving state-administered financial aid required to submit annual student by student cost and resource data for their financial aid students to the Coordinating Board.
  • Elected a new Treasurer Elect: Patrick Reyna, St. Mary's Univ.
Board action:
  • TASFAA Board of Directors meet with Texas Guaranteed Student Loan Corporation to jointly work on an early awareness/intervention project in the State of Texas.
  • Letter sent to Congressman Stenholm on behalf of TASFAA supporting "Student Loan Evaluation and Stabilization Act" capping Direct Lending at 40% until an objective comparison of the Federal Direct Lending Program and FFELP is completed.


1995-96:
President: Karen Krause, TX Wesleyan Univ.

'96 Spring Conference: Arlington. The theme was "Field of Dreams".

'96 Fall Conference: South Padre, Sheraton/Holiday Inn. The theme was "Let's Padre". There were over 500 attendees.

1995-96 Budget: $185,200

Issues and Events:
  • The Supreme Court's decision not to hear the Hopwood reverse discrimination case left the findings of the Fifth Circuit Court in effect. State Attorney General, Dan Morales, has interpreted not be a consideration in admissions or in the selection of grant and scholarship recipients.
  • Web Task Force created; TASFAA website becomes reality.
  • Direct Student Loans.
  • New Treasurer term began.
Board action:
  • Creation of Mack C. Adams Professional Development Scholarship. Purpose to help defray cost for professional development by individuals who, because of budgetary constraints, cannot attend financial aid conferences and training seminars.
  • Change to constitution making Secretary/Historian non-voting Board position elected by membership rather than by Board.


1996-97:
President: Carolyn Cunningham, Univ. of North TX.

'97 Spring Conference (Last Spring Conf): Odessa, Holiday Inn. The theme was "The Last Roundup".

'97 Fall Conference: Houston, J.W. Marriott. The theme was "A Toast to TASFAA, Celebrating 30 Years of Serving Students".

Issues and Events:
  • TASFAA Reauthorization Task Force draft recommendations for Board approval.
  • 30th ANNIVERSARY OF TASFAA.
  • Last Spring Conference held but replaced with other training opportunites for TASFAA members.
  • Creation of the Richard Rodriguez Memorial Endowment Scholarship. TASFAA Board provided funding for the establishment of the scholarship with initial contribution of $3000 to Laredo Community College.
  • TASFAA listserv up and running.
  • Direct Student Loans.


1997-98:
President: Robert C. Haines, Midland College

Board of Directors: Carolyn Cunningham, Past President; Lyn Wheeler, President-Elect; Karen Mangum, Vice President; Ann Duncan, Secretary/Historian; Patrick Reyna, Treasurer; Ron Brown, Tanya Hughes, Ismael Talavera, Marcus Wilson, Terry Bazan, Jack Falks, Nikkie Ricoy, Kathy Williams, Ron Williams.

'98 Fall Conference: Dallas, Fairmont. The theme was "It's a Jungle Out There!".

Issues and Events:
  • Direct Student Loans.
  • Treasurer re-elected for another 3 year term.
  • Community Action Project: Attendees brought stuffed toys that were donated to a local children's hospital.
Board action:
  • Cancelled the contract for the site of the 1999 Conference with El Paso and signed a new contract for the conference to be held at Del Lago Conference Center in Montgomery, TX.
  • Approved doubling annual dues for voting members so all membership categories pay the same amount.
  • Established a committee to evaluate TASFAA's ability to have a paid, full-time executive.
  • Established a past president's committee to act in an advisory capacity.
  • Propose changing membership year to coincide with Budget year.
  • Solicited RFP's for the implementation, development and maintenance of the TASFAA website.
  • Approved TASFAA investment policy to be reviewed annually.
  • Communications Committee renamed Electronic Communications Committee.


1998-99:
President: Lyn Wheeler, Angelo State Univ.

Board of Directors: Jack Falks, President-Elect; Marcus Wilson, Vice President; Bob Haines, Past President; Paula Shivers, Secretary/Historian; Patrick Reyna, Treasurer; Terry Bazan, Kathy Williams, Nikkie Ricoy, Ron Williams, Deborah Arnold, Pat Durst, Santa Garza, Richard Silva, Lynda Tinsley.

'99 Fall Conference: Montgomery, Del Lago Conference Center. The theme was "The Age of Change".

TASFAA Budget: $241,450

Annual Dues: $100 flat rate per institution for all membership categories with additional entitlements to be purchased at $20 each.

Issues and Events:
  • Constitution and bylaws committee to replace every place that indicates "mail" with e-mail, listserv and website.
  • Current Association assets total close to $300,000.
  • Board researching the possibility of creating a fulltime TASFAA position to effectively administer the daily activities and business of the Association.
  • Creation of TEXAS Grant announced.
  • Community Action Project: Silent auction - proceeds were designated for scholarships to be awarded statewide in each of the six TASFAA regions.
Board action:
  • UNIPAC awarded contract for TASFAA website, effective 1/1/99.
  • Approved change of TASFAA logo to State of Texas with a white background, blue stripes and red TASFAA.
  • Endorsed the concept and intent of House Bill 208, which is to simplify the state programs and target additional money to needy students.


1999-2000:
President: Deborah Arnold, University of North Texas (Vice President), replaced Jack Falks, TX A&M Health Science Center, (resigned March 2000).

Board of Directors: Santa Garza, President-Elect; Lyn Wheeler, Past President; Paula Shivers, Secretary/Historian; Patrick Reyna, Treasurer; Richard Silva, Pat Durst, Kathy Williams, Mary Gallegos-Adams, Marcus Wilson, Beverly Cottingham, James Kubacak, Ismael Talavera, David Ximenez.

2000 Fall Conference: Arlington, Convention Center/Wyndham. The theme was "A New Ball Game".

TASFAA Budget: $241,250

Issues and Events:
  • All information formerly residing on the UNIPAC website was transferred and updated on the new web site with ATAC Corporation.
  • Administration of Texas Grant. Testimony provided at Texas Grant Legislative oversight committee hearings and continuing to work with Representative Cuellar concerning the satisfactory progress issues.
  • Presented first ever TASFAA "Legislator of the Year" award to recognize those elected officials whose work advances, assists and upholds the goals and values of TASFAA and higher education. The first recipient State Representative Henry Cuellar for work in writing the TEXAS Grant program providing $100 million to high school students.
  • Negotiations with TACAC to combine our efforts with theirs to provide a more effective "hotline" activity.
  • TASFAA, TGSLC, ATLE and the Texas Higher Education Coordinating board begin to implement the new Center for Financial Aid Information created by HB713 as enacted by the 76th Texas Legislature.
Board action:
  • Approved signing an agreement with International Meeting Network (IMN) to assist with fall conference site selection and for board meetings and other meetings.
  • Accepted NASFAA ethics statement as the TASFAA ethics statement.
  • Approval to create six additional TASFAA student scholarships to be awarded at the regional level, making a total of eight scholarships.
  • Began putting together TASFAA historical time-line as part of Board planning meeting.
