1980-81:
President: Connie Diehl McCormick, TX Wesleyan Univ.

'81 Fall Conference: Brownsville, Fort Brown Motor Hotel. The theme was "Challenge of the 80's... Persevere". There was a $40 registration fee with 190 attendees.

Issues and Events: The Texas Guaranteed Student Loan Corp. (TGSLC) was established in Austin, TX. It was created by the Texas Legislature in 1979 as a non-profit corporation to administer the Guaranteed Student Loan Program in Texas. Although TGSLC is subject to legislative oversight, it is not a state agency and receives no state funds. As a guarantee agency, TGSLC was created to transfer the guarantee process from the federal government to the state and encouraged the participation of lenders in the Texas market. Mr. Joe McCormick was the Executive Director and Mr. Jack Jones was the Associate Executive Director.

Executive Committee action: Approved the investment of $12,048 at 12.91% with Merrill Lynch. Earnings from the investment to be used to help fray committee costs.


1981-82:
President: A. D. James, Jr., Prairie View A&M Univ.

'82 Fall Conference: Dallas, Fairmont. The theme was "Challenge of the '80s... Survival". There was a $45 registration fee.

Membership dues: $25 per institution. The 84-85 TASFAA budget was $45,405.

Issues and Events:
  • New TASFAA logo approved May 17 and first used September 1982 newsletter.
  • Texas Parent Loan Program (TPLUS) implemented.
  • Membership surveyed to collect data on the content of financial aid professionals job and overall satisfaction with their career in student financial aid.
  • High School Relations Committee created January 1985.
Executive Committee action:
  • Submit for membership vote changes to TASFAA Constitution to include a Secretary and Parliamentarian as officers of the Association and who will be members of the Executive Committee elected by a majority vote of the Executive Committee. Second change made Treasurer a non-voting officer of the Executive Committee elected by the voting membership of the Association, and shall hold the position until such time as he may resign or be dismissed by a majority vote of the Executive Committee. A monthly stipend not to exceed $75 was designated to be pad to the Treasurer.
  • Voted to have TASFAA President send a letter to past, present and future presidents of NASFAA to protest SWASFAA's omission from the NASFAA ballot.
  • Approved TASFAA Travel Guidelines.
  • Charged Constitution Committee with drafting an amendment to make treasurer's position an elected one.
  • Approval for TASFAA to send a letter to all senior high school counselors warning them that because of single needs analysis, students may have a hard time submitting proper forms.

1982-83:
President: Margaret E. Gregory, Southern Methodist University (President-Elect) replaced Bill W. Elliott Univ. of Mary Hardin-Baylor, (resigned mid-year).

Executive Committee: Margaret Gregory, AD James, Margarine Beaman, Judy Walker, Curtis Bradshaw, Her Brubaker, Jess Davis, Oscar Garcia, Alex Prince, Martha R. Tabor, Lynda Tinsley.

'83 Fall Conference: Kerrville, Inn of the Hills. The theme was "Professional Development". There was a $65 registration fee with 200 pre-registrants.

Membership Dues: $25 per institution

Issues and Events:
  • The President-Elect was always the Program Committee Chair. Margaret Gregory completed the year for Bill Elliott, therefore was President AND Program Committee Chair of the '83 Conference. Bill Elliott asked Herb Brubaker, Temple Jr. College, to step in to relieve Margaret of the responsibilities of being the Program Committee Chair.
  • The Texas Education Agency and TASFAA reached an agreement in which TASFAA will be responsible for training high school counselors. Federal and state financial aid information will be provided to high school counselors in 20 regional and eight urban TEA centers.
  • In addition to being responsible for the high school counselor training program, the TASFAA regional trainers also will be central contacts for college nights. TACRAO had been scheduling those presentations previously.
Executive Committee action:
  • Approved new aid officer training workshop for summer. Corky Swanson charged with coordinating with DOE OSFA training sessions and for preparing the program.
  • Voted to invite NASFAA to hold the 1986 national conference in San Antonio.

1983-84:

'84 Fall Conference: Austin, La Mansion Hotel. The theme was "R & R in Austin - Reflections on Responsitilities". There were 224 pre-registrants.

Membership Dues: $25 per institution

Executive Committee action:
  • High school counselors' training: Mr. Lyndon Lee of the Dallas Regional Office of the Dept. of Ed. and Herb Brubaker were asked to develop the first set of curriculum for teaching high school counselors the basics of applying for financial aid and how to help students apply. Herb and Lyndon convinced Dr. Charles Merrill of the Texas Education Agency (TEA) in Austin that this project was so important to the students and families of Texas, and a foundation was established to make the program effective. TEA required senior counselors to attend 3-hour seminars taught by TASFAA volunteer trainers at their 12 regional service centers.
  • Proposed changes to Constitution and By-laws:
    • Increase the types of Association membership to voting membership, associate membership, affiliate membership and individual membership.
    • Increase membership dues to $50 for voting memberships, $100 for associate memberships, $25 for affiliate memberships and $10 for individual memberships.
    • Establish the office of Vice President who will assist the President and who will carry out the duties of the President in the event the office of President is vacated before expiration of term.
    • Establish procedure for filling vacancies on the Executive Committee.
    • Require an annual audit of the Treasurer's records.
    • Empower President-Elect to appoint vice chairs of committees who will move to chairmen the following year.

1984-85:

Executive Committee: Michael Novak, Herb Brubaker, Margaret Gregory, Judy Walker, Glenn Davis, Enrique Garcia, Mariko Gomez, Mario Hernandez, Richard LaBarbera, Taft Benson, Lorain Brown, Allen Earley, Richard Rodriguez, Lynda Tinsley.

'85 Fall Conference: Corpus Christi, Marriott (now Sheraton). The theme was "Cruising". There were 291 attendees.

Issues and Events: First annual Quiz Bowl during annual conference. Regional teams competed in answering technical questions regarding financial aid regulations.

Executive Committee action:
  • Organized Regional Rallies under TASFAA & established a $5 registration fee. Regional Rallies had been conducted independently for many years in West Texas and South Texas.
  • Beginning of the recognition of the importance of vendor participation for TASFAA.
  • Established adhoc Minority Concerns Committee. Richard Rodriguez, Laredo Junior College, appointed Chair. Charge of committee is to advise the Executive Committee of shortcomings and potential problems of the present financial aid delivery system as they concern student members of the state's ethnic minorities.

1985-86:

Executive Committee: Herb Brubaker, Claire M. Roemer, Judy Walker, Elizabeth Disco Allen, Tommi Beckwith, Roy K. Boutwell, Ann Fairchilds, Governor Jackson, Michael Novak, Richard Rodriguez, Lorain Brown, Taft Benson, Allen Earley, Lynda Tinsley.

'86 Fall Conference: San Antonio, Marriott Riverwalk. The theme was "Student Financial Aid: More Than Money".

85-86 TASFAA Budget: $60,856

Issues and Events:
  • President felt that Executive Committee should function as administrators of TASFAA and the actual business should be accomplished by the various committees. Directed Executive committee to concentrate on long-range planning.
  • Policy and procedures manual developed by Margaret Gregory, 83-84 President.
  • The first National Association of Student Financial Aid Administrators (NASAFAA) conference to be held in Texas was at the Regency Hotel in Addison (Dallas north) in July 1986. It was the largest NASFAA conference to date. TASFAA president Herb Brubaker greeted the attendees in Spanish.
  • Second Annual TASFAA Quiz Bowl.
  • TASFAA began work on firmly establishing a "Financial Aid Awareness Week" in Texas.
  • Membership concerned with approach by insurance companies to offer "guaranteed loans" if the student bought their insurance.
  • President Brubaker, representing TASFAA, testified before the Select Committee on Higher Education designated by the Governor.
  • Skit of TASFAA officers and candidates (written/produced/directed by Jeri McTeer).
Executive Committee action:
  • Approval to submit "Regional Rallies" program as TASFAA's entry in the NASFAA state award context.
  • Charged Vendor Committee to develop a "Vendor Policy".
  • Involved in reviewing the impact the "new" federal verification and validation regulations would have on TASFAA members.

1986-87:
President: Claire (Micki) Roemer, Tarrant County Jr. College

'87 Fall Conference: Lubbock, So. Park Inn. The theme was "TASFAA, A Rich Heritage... Celebrating 20 Years of Service"

Issues and Events:
  • 20TH ANNIVERSARY OF TASFAA.
  • TASFAA first annual hotline handled 802 telephone calls during two-day event.
  • Concerns raised with Scholarship Searches, insurance companies and other groups who are in the business of dispensing financial aid information.
  • Hearings held of the Texas Rehabilitation Commission and TASFAA for the exchange of information.
  • Third Annual TASFAA Quiz Bowl.
  • Second Skit of TASFAA officers and candidates (written/produced/directed by Jeri McTeer).
Executive Committee action:
  • Included committee chairs in the Executive Committee meetings and reimbursement of expenses for attending.
  • Sent letter to Mack Adams of the Coordinating Board asking for the establishment of a permanent advisory committee with TASFAA selecting some of the Financial Aid Administrators. A similar letter also sent to Joe McCormick from TGSLC asking him to allow TASFAA to select some of the Financial Aid administrators on school advisory committee.
  • Ad hock committee appointed to review the delivery of student aid in Texas.
  • Recommended that, as institutions, we continue to support the Texas Guaranteed Student Loan Corporation.

1987-88:
President: Taft Benson, TX A&M Univ.

Executive Committee: Taft Benson, Clare Roemer, Judy Walker, Enrique Garcia, Carolyn Cunningham, Beverly Cottingham, Jess Davis, Margaret Garza, David Krause, Jerrie McTeer, Jimmy Parker, Tom Royal, Corky Swanson.

'88 Fall Conference: Austin, Doubletree. The theme was "Students, Resources, Education... Our Investment For The Future". There was a $75 registration fee.

Issues and Events:
  • Federal Reauthorization of the HEA: TASFAA's Board and membership were encouraged to become more actively involved in the process of providing input.
  • Last Annual TASFAA Quiz Bowl.
  • Election of officers included a new Treasurer (Beverly Cottingham).
  • TASFAA partners with TGSLC for Strategic Default Initiative Conference to address defaults from a Texas prospective.
  • Last skit performed by the TASFAA officers and candidates (written/produced/directed by Jeri McTeer)
Executive Committee action:
  • Designed and purchased a new TASFAA banner
  • The Treasurer's stipend was raised from $100 per month to $125.
  • Held workshop that generated a list of recommendations for both state and federal level of the student aid system. State recommendations were sent to members of the Sunset Commission, which was studying TGSLC and the Texas Higher Education Coordinating Board this year. Recommendations were sent to chairs of the State Senate and State House of Representatives. The federal recommendations were sent to the members of the Federal Advisory Board on Student Aid along with the chairs of the Congressional Education sub committees and the Secretary of the U.S. Department of Education.
  • Established policy that the President and President-Elect direct all committee chairs and vice chairs at the time of appointment to coordinate all vendor request and support through the vendor committee. Also established policy that no committee chair or other TASFAA representative commit to a vendor for a TASFAA related activity without contacting the vendor committee chairperson.

1988-89:
President: Judy (Walker) Schneider, Univ. of TX at Arlington

Executive Committee: Judy Walker, David Krause, Jimmy Parker, Wanda Gaines, Beverly Cottingham, Jess Davis Henry Garcia, Jerrie McTeer, Lupe Valdez, Emma Baker, Ann Duncan, Earl Hudgins, Pat Tarpley.

'89 Fall Conference: El Paso, Airport Hilton. The theme was "Amigos in Education, Border to Border". There was an $80 Registration fee with 450 Texas/65 New Mexico registrants and 125 attendees.

'89 First Spring Conference: San Angelo, Holiday Inn

Issues and Events:
  • Partnered with New Mexico state association for Fall Conference.
  • The Sunset Commission considered the possibility of the Texas Guaranteed Student Loan Corp. (TGSLC) encompassing all the student loan programs in Texas rather than having the Texas Higher Education Coordinating Board (THCEB) administering the Hinson-Hazlewood Loan (HHL) program. The majority of the TASFAA membership was in favor of leaving the HHL under the THECB.
  • The Steering Committee for the Association of Texas Lenders for Education (ATLE) was formed.
  • Judy (Walker) Schneider resigned the Treas. Position to begin her term of President of TASFAA immediately following the Fall '88 Conference in Austin.
  • Association concerned with issue of student loan defaults and negative publicity surrounding subject.
  • For the first time, TASFAA took a more active role in legislative matters during session of Texas Legislature.
  • House Bill 715 passed, reauthorizing TGSLC for 10-12 years.
  • The TASFAA financial documents and records were turned over to the new Treasurer in Nov. '88. An audit determined that there were no significant findings.
  • GSL Default Prevention.

1989-90:
President: David Krause, St. Mary's Univ.

Executive Committee: David Krause, Judy Walker, Jimmy Parker, Earl Hudgins, Wanda Gaines, Beverly Cottingham, Emma Baker, Ann Duncan, Pat Tarpley.

'90 Fall Conference: Ft. Worth, Worthington. The theme was "A New Decade: Focus on the Future". There was a $90 registration fee.

'90 Spring Conference: Kerrville, Inn of the Hills. The theme was "Energize your life". There was a $35 registration fee with 178 attendees.

1989-90 TASFAA Budget: $171,100

Membership Dues: Raised to $50 for Voting members, $100 for Associate Members

Issues and Events:
  • First Board Retreat held on the St. Mary's Campus in Aug. '89.
  • Piggybacking on the 1990 TASFAA Spring Conference, the Association of Texas Lenders for Education (ATLE) was created. For immediate start up funds, Taft Benson (ATLE President-Elect) and Jim Carroll (ATLE's newly elected President) signed a promissory note to borrow $1,200 from TASFAA (interest free for 24 months). The funds were repaid within one year during Taft Benson's term as ATLE President.
  • Changed Association fiscal year twice: first to October 1-September 30 then to November 1 - October 31.
Board Action:
  • Established the selection of a Program Committee Chair along with all other committee chairs.
  • Established the first Lender liaison on TASFAA's Board.
  • Created four new committees: Vendors, Debt Management, Development, and Middle Schools.
  • TASFAA, ATLE and TGSLC worked together to develop a workable electronic funds transfer (EFT) contract.
  • Proposed changes to dues, which had remained the same for 23 years. Change brought about to address concern for long-range stability of association. Thought that TASFAA needs to develop reasonable reserve in case of reduced vendor support or lower attendance at major meetings/programs.
  • Constitution & Bylaw Changes approved:
    • Rename the Executive Committee to Board of Directors.
    • Board of Directors' authorized to adjust membership dues without membership approval.
    • Established a Vice President for the Board of Directors.
    • Eliminated the requirement of being Program Chair for the Pres. Elect.
