Historical Timeline - the 70's

1969-70:
President: Edward L. Carpenter, Univ. of TX at Austin

Executive Committee: Edward Carpenter, Mack Adams, Patricial Allen, Frank Cullum and Carroll Knight.

Fall Conference: October 1 & 2, 1970, McAllen, TX. Fairway Motor Hotel. Approximately 100 financial aid officers attended.

Issues and Events:
  • Project SET was authorized to continue.
  • In the July 1970 newsletter, the treasurer's report showed a cash balance of $3,251.09 after all expenses were paid.
  • Several regional workshops were conducted.
  • Carroll Knight chaired a TASFAA committee to provide consulting service to any financial aid office from more experienced financial aid officers.


1970-71:
President: Foy Kirkpatrick, Ft. Worth Christian College

'71 Fall Conference: September 29 - October 1, 1971, Sheraton, Dallas. There was a $15 registration fee.

Issues and Events:
  • Goal to increase institutional membership from 84 members and 12 associate members to 100 members.
  • Changes to Constitutional by-laws:
    • President be elected by total membership rather than the Executive Committee.
    • The immediate past president be made a member of the subsequent years Executive Committee.
  • November 1970 Treasurer's Report shows a $4,300 balance after annual conference expenses were paid. These funds will be invested in certificates of deposit to earn income.
  • Hinson-Hazlewood Program became a critical issue when many schools were suspended and others feared they would be. A survey was taken of Financial Aid Officer and recommended changes. These were presented by the Executive Committee to the Coordinating Board.
  • Consolidation of the Division of Student Financial Aid and the Division of Student Special Services into a single new Division of Student Assistance. Programs united included NDSL, EOG, CWS, Cuban Loans, Upward Bound, Talent Search, and Special Services for Disadvantaged Students Programs. TASFAA asked to consider accepting directors of the other programs into association.
  • August 31, 1971 TASFAA Cash on hand: $3383.87.
  • Pat Tarpley was asked to prepare a directory of all TASFAA member colleges and their financial aid administrators, including associate members. The directory was made available to all members.
Executive Committee action:
  • Mrs. Pat Tarpley was elected Secretary & W. J. (Jim) Waterman continued as Treasurer.
  • Project SET continued for another year.
  • Members of the Executive Committee would act as liaisons with the committee chairs rather than serve on operating committees in order to give the membership more opportunities for involvement.


1971-72:
President: Lenthon B. Clark, TX Southern Univ.

Issues and Events:
  • Basic Education Opportunity Grant (BEOG) was established by the 1972 HEA Amendments.

1972-73:
President: Melvin Gouge, North TX State Univ.

Issues and Events:
  • Mr. Carole Galbraith, Mr. Gene Miller, and Mr. Morton Brooks of the Dept. of Ed., Region VI were responsible for BEOG training in Texas. They emphasized the importance of thorough documentation in every student's file.

1973-74:
President: Clifford Baker, West TX State Univ.

'74 Fall Conference: Inn of the Six Flags in Arlington, October 9 - 11.

Executive Committee action:
  • Project SET ended. Project SET was an unsuccessful training program for financial aid professionals that was jointly funded by TASFAA and the State of Texas. The assets were audited and the remaining funds (approximately $500) were turned over to TASFAA. Key players were Shirley Binder, Financial Aid Director at UT Austin and Gordon Allen, who performed the final audit.
  • Executive Committee voted to declare Constitutional Amendments an emergency and to submit them to the membership by mail:
    • Items related to officers and election of officers.
    • Change in fiscal year.
    • Section eight permitting the Executive Committee to name an Executive Secretary.

1974-75:
President: I.Q. Vidaurri, TX A&I at Kingsville

'75 Fall Conference: El Tropicana, San Antonio. Approximately 190 attended.

Issues and Events:
  • TASFAA collects membership dues for TASFAA - $25 per institution, SWASFAA - $10 per individual and NASFAA - $25.00 per individual.

1975-76:

Issues and Events:
  • President Doyle recommends that financial aid officer serving a professional capacity within a member institution be invited to become an individual member of TASFAA. Annual fee would be $5.00, however one institution-one vote would remain.
  • Enrollment in Texas public community and junior colleges increase 24.7% for Fall 1975.
  • 1975-76 Budget: $5,650.

1976-77:

1977-78:

1978-79:

'79 Fall Conference: Corpus Christi, Padre Beach Hotel, October 2 - 5, 1979.

Issues and Events:
  • Effective Feb 27, 1979, the computation of basic grant awards for the 1979 summer school period changed based upon new Basic Grant regulations. Schools were required to determine from which award year (78-79 or 79-80) the summer Basic Grants were to be paid. Schools were required to make sure all summer awards were paid from the same award year to all Basic Grant recipients. Any summer Basic Grant award received had to be deducted from scheduled Basic Grant award for the Fall and Spring of which ever year the school elected to use.
  • Thanks to the TASFAA telephone network, Texas Aid Officers were among the first in the nation to know that the technical amendments to the Middle Income Student Assistance Act had passed the House and the Senate.
  • Financial Report for month ending May 31, 1979, indicated $26,513.11 cash on hand. Certificates of deposit = $16,852.85.

'80 Fall Conference: Dallas, Dunfey October 2 - 4, 1980

Issues and Events:
  • TASFAA is 3rd largest state association.
  • Charles Johnson former Director of Financial Aid for The University of Texas Health Sceince Center at San Antonio, became a program officer with the Bureau of Student Financial Aid, Dallas Office.
  • Planning of New Aid Officers Workshop to be held at DFW. If held, it would replace the workshop that is generally a part of the annual conference.
  • The Texas Guaranteed Student Loan Corp. (TGSLC) was established in Austin, TX. The Texas Legislature created it in 1979 as a non-profit corporation to administer the Guaranteed Student Loan Program in Texas. Although TGSLC is subject to legislative oversight, it is not a state agency and receives no state funds. As a guarantee agency, TGSLC was created to transfer the guarantee process from the federal government to the state and encouraged the participation of lenders in the Texas market. Mr. Joe McCormick was the Executive Director and Mr. Jack Jones was the Associate Executive Director.
  • Vocational Rehabilitation/Financial Aid Conference held January 14 - 16 in San Antonio. Brought together financial aid and vocational rehabilitation representatives from 13 southern states to share problems and ideas for better serving handicapped students. The Texas "Team Meeting" focused on the progress of the Texas agreement, including recommended changes, training needs and evaluation.
  • Braille FAF available for the first time.
  • The number of potential regional Higher Education Authorities under consideration or in develpment in TEXAS increased to a total of seven. Combined with the four existing HEA's, these developing HEA's offer the potential of guaranteed access to the benefits of a FISL/GSL loan to students from virtually every county in the State of Texas.
Executive Committee action:
  • Committee reviewed agreements that could be worked out with the Texas Rehabilitation Commision. TRC representatives discussed the need for coordination of financial support awarded by TRC and the educational institutions. An agreement was endorsed by the TASFAA Executive Committee.
